Diplomatic Tensions Rise as Somalia Presidency Minister Reportedly Denied Entry Into Kenya

A fresh diplomatic controversy is unfolding between Kenya and Somalia after Somalia’s State Minister at the Presidency, Abshir Bukhaari, was reportedly denied entry into Kenya upon arrival at Jomo Kenyatta International Airport (JKIA) and deported back to Mogadishu.

According to multiple reports, the senior Somali official was stopped by Kenyan immigration authorities shortly after landing in Nairobi. The reports claim that the decision to deny him entry was linked to questions surrounding a Kenyan passport he was allegedly travelling with, despite being a serving senior official in Somalia’s federal government.

The incident, if officially confirmed, would mark the second time in just over a month that a high-ranking Somali government official has reportedly been turned away at Kenya’s main international airport, raising fresh questions about diplomatic relations between the neighbouring countries and the handling of immigration matters involving senior state officials.

As of the time of publication, neither the Government of Kenya nor the Federal Government of Somalia has issued an official statement confirming or denying the reported deportation. Immigration authorities in Nairobi have also remained silent, leaving many of the circumstances surrounding the incident unclear.

The reported deportation has already sparked intense discussion across social media and political circles in both countries, with many observers questioning whether the incident reflects a purely immigration-related matter or signals deeper diplomatic concerns behind the scenes.

The allegations centre on claims that Bukhaari was travelling with, or was linked to, a Kenyan passport in addition to his Somali credentials. However, no official evidence has been made public, and no Kenyan authority has formally explained the legal or administrative basis for the reported decision.

The latest reports inevitably draw comparisons with the dramatic events of late June, when Somalia’s Second Deputy Prime Minister Jibril Abdirashid Haji was also reportedly denied entry into Kenya under similarly controversial circumstances.

In that earlier incident, Kenyan immigration officials allegedly questioned the Deputy Prime Minister over claims that he possessed a Kenyan passport suspected of having been fraudulently acquired.

Reports at the time stated that although he travelled using a valid Somali diplomatic passport and visa, immigration officers sought the alleged Kenyan passport during questioning. When he reportedly declined to surrender it, he was denied entry and placed on a return flight to Mogadishu.

The incident triggered widespread regional attention and prompted strong reactions from Somalia.

Deputy Prime Minister Jibril Abdirashid Haji later dismissed the allegations against him, describing them as “false, baseless and unsupported by fact.” He insisted that he had never engaged in any activity intended to undermine Kenya’s security, sovereignty or territorial integrity and reaffirmed Somalia’s commitment to maintaining strong relations with Kenya.

Notably, despite widespread media reports surrounding the Deputy Prime Minister’s case, the Kenyan government did not issue a detailed public explanation confirming the alleged passport allegations. Kenyan authorities largely maintained official silence, allowing speculation and conflicting accounts to dominate public discourse.

The reported deportation of Abshir Bukhaari now threatens to revive those unanswered questions.

Kenya and Somalia share extensive political, economic and security interests. Kenya remains one of Somalia’s key partners in the fight against Al-Shabaab, hosts thousands of Somali refugees and businesses, and maintains close diplomatic engagement with Mogadishu on regional security through the African Union and IGAD frameworks.

At the same time, relations between the two countries have experienced periodic strains over maritime disputes, border security, diplomatic representation and immigration policies. Although recent months have seen efforts by Presidents William Ruto and Hassan Sheikh Mohamud to strengthen bilateral cooperation, repeated reports involving the denial of entry to senior Somali officials risk overshadowing that progress.

If confirmed, the latest incident could place additional pressure on both governments to clarify their respective positions and reassure the public that diplomatic engagement between Nairobi and Mogadishu remains intact.

For now, however, the circumstances surrounding Abshir Bukhaari’s reported deportation remain unverified by either government.

Until official statements are issued, many critical questions remain unanswered: Was the decision based on immigration law, passport verification procedures or broader security considerations? Was the minister carrying dual travel documents? And will either government launch a formal diplomatic inquiry into the matter?

As the silence from both capitals continues, the reported deportation has once again placed Kenya-Somalia relations under intense regional scrutiny, with observers closely watching whether the latest incident develops into another diplomatic dispute or is ultimately resolved through official clarification.
